As I understand the Galaxy class was still a serving line starship.
We don't know if Starfleet maintains 'junkyards' in the modern sense,but that saucer section would make for some neat spare parts for other Galaxy class ships in service.
So no,I'd imagine for that and a host of other reasons Starfleet would either crate up the wreck on site,tow it into orbit and drag it to a teardown facility ,or blast it from orbit(though this would prevent the -D from being recycled as parts).

to see to it that those poor primitive Veridians were never affected by these terrible events. Every speck of the Enterprise would have been cleaned away, as would Soran's stuff. The trench would have been filled, and experts brought in to make sure it looked like it was never touched. Biologists and botanists and archeologists and all sorts of experts would have been assigned to monitor the area for years, maybe decades, to make sure everything was alright. Survey ships would have stealthily checked up on the Veridians from then on. And while we never saw it happen, I'm almost certain there was a formal review of the actions of the Enterprise crew that resulted in the saucer crash. Counselor Troi probably caught hell - wouldn't surprise me if she was never allowed near the helm again, or if she never wanted to go near it.
