As I understand the Galaxy class was still a serving line starship.
We don't know if Starfleet maintains 'junkyards' in the modern sense,but that saucer section would make for some neat spare parts for other Galaxy class ships in service.
So no,I'd imagine for that and a host of other reasons Starfleet would either crate up the wreck on site,tow it into orbit and drag it to a teardown facility ,or blast it from orbit(though this would prevent the -D from being recycled as parts).
