What is the Romulans motivation for war?

I gave up on Beneath the Raptor's Wing, but I'd always been under the impression the Romulans were trying to prevent a major potential political enemy, the Coalition/Federation, from forming. No Earth, no Federation.

Yep, that's pretty much what ENT's fourth season established. They felt threatened by the growing unity among formerly separate or hostile powers in the region (Earth, Vulcan, Andoria, Tellar), and feared that such a united front would be a threat to them or an obstacle to their expansion, and so they decided they had to nip it in the bud. Their attempt to divide and conquer by subterfuge in the Aenar trilogy failed, so their next step was war.

So, our perceptions of the birth of the Federation are based on what a bunch of fanboy kids wrote in the 70's?

Extrapolating from canon, just like the current pro authors do. So they scrounged information from "Balance of Terror" and collected Alpha Centauri (from "Metamorphosis") and aliens from "Journey to Babel" the only episode to feature several alien races who had ambassadors attending a UFP conference.

Just going back to the main thrust of conversation, I find the recent Enterprise books a real snooze (leaving aside the absolutely stupid 'Tucker Super-spy' story), I don't think I managed to finish any of them.
