It wasn't in their contract to be aboard the Enterprise, I think. The early TOS movies handled this very well. Kirk turned Academy teacher, Spock was the Captain, Sulu was about to be promoted to Captain, Chekov was on another ship, etc...
I would have had nothing against a TNG movie with only very few of the original cast members. I liked the introduction of Hawk, too bad they killed him off, then they had Lieutenant Daniels in two films, but he didn't return for Nemesis. They should have done something to futureproof the movies: prepare for actors getting too old for this shit by introducing new characters to replace them at some point. Would have made for good stories, too.
More like not the human military.
I'd say the crew worked together so well, why split 'em? Same thing went for Kirk most of the time.
In the novels they have split the crews of TNG and DS9 up. Picard, Worf and Beverly remain on the Enterprise, Riker and Troi are on the Titan, Geordi left for a bit to command Challenger, Sisko's captain of the Robinson, Dax commands the Aventine, Ro's in command of DS9....
The TNG movies were all about keeping the TNG gang together. Worf always returned, even without explanation Insurrection and Nemesis. Hell, Wesley Crusher returns out of the blue for no reason at all in Nemesis. To be honest, I'm surprised a TNG movie never featured Tasha Yar...
Well in the novelizations any way in the actual films they never told you what Sulu was doing.
I hear that something similar was the plan for the TOS films after TWOK, until they changed their minds.
Haven't seen TWOK in a long time, but doesn't Kirk tell Sulu that he's glad that he joins them for the training cruise, implying that it's not usual for Sulu to be aboard the ship anymore.
Indeed, it's possible that, save for Spock, each single one of the usual suspects came aboard solely to participate in Kirk's birthday cruise, and would have gone their merry ways if not for the unusual events of the series of movies.
It's possible that it didn't allow them to do that.
After all, we never really saw the crew aboard the ship during the war. We saw them there in ST:FC, before the war. And then we saw them there in ST:INS, apparently some time after the war.
Tellingly, in the latter movie, nobody was engaged in anything even remotely warlike - save for Worf, who (if you listen closely to the mumbling on the background) was setting up some defensive works nearby, and was free to abandon that duty at the drop of a hat. Hardly a sign of an ongoing conflict. And, moreover, an indication on how each and every one of the heroes could have (re-)joined the crew shortly before the events of the movie.
Note also that Data is away on an extended assignment. If anything, the E-E was among the more realistic assignments from today's viewpoint, emulating military practices more closely than the E-D or the E-nil did.

Precisely, the writers knew keeping the main cast together is what the fans were paying to see in theaters so they overlooked any logic in the crew not being together anymore.
He's right. Its movie based on a TV show with the expectation that the folks in the TV show would be aboard the ship in the movie.
It's not the "human military" is just rationalization. No large organization, be it human or non human, military or non military is going to keep talented, experience personnel locked in the same positions forever.
Actually after Wolf 359 Riker should have received orders saying:
To: Commander William Thomas Riker.
From: Starfleet Command, Admiral Brr'rytik'tok, Fleet Operations
You are hereby promoted to the rank of Captain.
You are ordered to report to Starbase 123 within 6 weeks to take command of the USS Yettobenamed.
If you are late in reporting for your new posting, you will instead be assigned to a Miranda class ship and sent to hostile sectors. I wouldn't pack much in that case, be sure your affairs are in order and do not bring any perishable goods that wont last more than a month in storage.

I would have gladly exchanged Brent Spiner for a good version of Nemesis.
What I don't get is why Spiner actually thought this story was a good idea?
Spiner's contribution to Nemesis was the creation of B-4. That's it. That was enough for him to get story credit. The actual plot of Nemesis was entirely John Logan and Rick Berman.
