After a brief discussion with my co-winner Showdown he suggested the theme TV characters in Halloween costumes.
Sci-fi /Fantasy characters are ok, as long as the costume is for Halloween and not otherwise related to the character.
Bruce Wayne in Batman costume doesn't count, if Bruce Wayne shows up in a Vampire costume on a Halloween Party... that's ok, though.
