I'm wondering how the heck an artificial human like Ash or Bishop counts but a Cyborg doesn't. they are both robots with living tissue.

The dictionary says an android is a robot (or automaton) in the form of a human being. Maybe the definition's different in the 24th century, but that's what it is in the 21st century.

Besides, he's way more of a robot than Bishop is.

No they're both robots, the term artificial person is just a PC handle Bishop prefers.

Just like Data prefers to be called an android as it is a more accurate descriptor than robot. He's still a robot.

If I may: Terminators are just robots with human tissue covering their endoskeletons so that they can infiltrate. Cyborgs (like the Borg) need the organic material to survive; terminators don't.

Terminators were called both 'Cyborgs' and "cybernetic organisms" is the film The Terminator.

That's why the people that formulate these contests need to be as specific as possible right away.

Eh, I don't think it's that big of a deal. The entries we've gotten so far are evidence that there are plenty of robotic options to choose from. I'm less strict about the themes when I run contests, which is probably why I'm trying to help borderline entries get accepted.
