Is there any requirement to just how part machine a character has to be?

I think the Cybermen I used are about as far as you can push the concept before it becomes a robot.

There's a borg Picard in the lineup. But technically, sure. (Although in some degree that would sort of make anyone with a pacemaker a "cyborg.")

Kinda surprised quite a few certain characters haven't shown their faces yet.

Well, basically, cyborgs are already reality via pacemakers, etc., but as this is a SF/F contest, I'd require the entries being obviously not current reality. Basically, would anyone entered not-Locutus Picard, with consideration to his artificial heart, I'd allow it (but again, Locutus has been entered, and this would just go to split votes). On the other end of the spectrum, I have no problem with the entered T-800, because while basically an android, he has a layer of actual flesh and skin, which actually makes him a kind of reverse-cyborg. Similar to the skin-transplant on Data, which has also been entered.
