It's GOT to be some sort of "manager's special" deal...the website doesnt' offer it, and I've tried CALLING my local WMs and they don't know anything about it...
Yeah I wish I could find the rest of the seasons that cheap too. But alas not yet. 
It's not a BS rumor. Walmart as different prices on their website for some products than they do in their stores. They have local and regional price differences. Your local store prices might vary. At my local store I found ENT Season 1 for $19.99, Voy Season 1 for $19.99, Voy Season 2 for $39.99 and TNG 1-4 for $39.99 each. I bought the ones for $19.99 and I'm waiting for a price drop on the other two - it will happen. With the cost of all DVDs going down and Blu-Ray getting bigger, I set myself a limit of around $1 or so an episode, like an itunes song price and I feel like I got my monies worth. They also had Sliders Season 1/2 for $19.99 and 3/4 for $19.99 as well. And Forever Knight for $14.99 a season.

It must be a regional or manager's discretion thing then. My local WM don't even carry Enterprise. But I can get B5, Buffy and/or Stargate SG1 for ~$20 a season...
As someone who wasn't a huge fan of VOY or ENT, I haven't been buying the DVD. However, there are a few seasons from each that I wouldn't mind owning for the right price. I'd definitely pick up a couple of seasons for $20 a piece, but I somehow doubt that my local Walmart would even carry these titles. I haven't looked (I loathe Walmart) but something tells me they won't have them in-stock. Maybe at a Super Walmart or something, but the nearest one is a 25 min drive and I honestly don't feel like going all the way out there just to look for cheap Trek DVDs.
I woulda liked to have gotten a Voy set.
I saw the animated series too for $15 but passed it up. Never saw it and really not too interested in it.

They were out when I stopped there today. (I work just down the road from there.) They still have one set of VOY season 1 for that price. I bought the first two seasons of SG for $24.
The Walley World by me now has no BSG or ST boxed sets at all.

Yeah I usually buy my boxsets in Corbin because London's electronics section sucks... but they completely got rid of every boxset I was wanting to buy
