As in the clip Fireproof posted, I'd actually say that the pause you are talking about does not exist or is so small as to be nothing worth talking about?
Looking at it again, it's more that he really enunciates the 'T' in 'saint. But that's just... you know? An actor doing his job.
I think @Sci nailed it. The real Sisko is the one that talks old stories with Dax. His more formalised and pronounced way of speaking is part of the persona Sisko adopts when he's doing his job.
Personally I think it's a very clever acting choice on the part of Brooks. Picard would reprimand me and I'd secretly give him the middle finger when he was finished. With Janeway or Kirk i'd just roll my eyes while being patronised...
If Sisko called me into the ready room, I would shit myself and whatever it was that I'd done, I'd make damn sure never to do it again.
On the one hand, Brooks is playing the hardass Sergeant Major, on the other, a family man, a father and a friend. It's why I think his performance is several light years ahead of any other Star Trek lead. Even better, he's a great actor, handed a great character, with some of, if not the, best writing that Star Trek has ever had.
Brooks can flip between those two things on the turn of a dime. He is superlative.

Honestly I hadn't seen that scene in 5+ years so my memory evidently flawed. It must have been the way he enunciates the T that made me find it odd.
And I'm just...you know...a viewer having an opinion.
And I said that I otherwise loved Brooks as Sisko.

Watching Ira Behr explain this scene during the DVD special features made me really love that scene even more. You can be used to living in a bubble, but once you get out of that bubble, it's a lot more complicated and real.

It's a touchy subject. I think there was a bit of a stereotypical "black weatherman" effect. My impression was he was holding back as far as being emotionally expressive. Part of this was certainly the same challenges anyone else might have had trying to settle into a role, especially a lead role. But I don't doubt that black actors had to factor in how they needed to perform to appeal to a more mainstream audience that may have racial prejudices, whether they [the audience] may be aware of those prejudices or not. Would think this a fine line to walk.
I do think this effect mostly passed as the show progressed and all involved (including the audience) grew more comfortable with each other.
