it really bothered Sisko that he didn’t suspect Eddington the year and a half that Eddington served as Security head with Odo. Yet, the audience was treated to a couple of strange moments that made us a little thoughtful concerning him. If the audience was allowed their doubts, then Sisko should have been allowed his.

^^^That's an interesting question. I remember that Martha Hackett, who played Seska on VOY, didn't know she was supposed to be a Cardassian spy until the very episode in which that was revealed. Could something similar have been true for Eddington?

 

[Bad Thoughts]

Those moments of doubt were built into the story. Eddington was just another substitute O'Brien. However, people started suspecting Eddington was a shapeshifter. The writers decided to play with the audience.
