Besides the obvious reason of a power source, maybe they built around a star because it led to a way to shed the flesh. Or perhaps it was only a summer home?

Scotty got into things (he took apart panels and took out equipment parts), kept people from doing their jobs, snapped at people, got himself drunk and sat in a holographic simulator of the TOS Enterprise bridge. Being out of time and unfamiliar with 24th Century technology wouldn't excuse all that.
As a Starfleet Captain 80 years out of his time, he should have known better than fiddling with equipment in main engineering. He wouldn't have tolerated Trip fiddling around if he suddenly appeared during TOS' run either.
Given how large the interior of the sphere is, a series could be done centered on exploring it.
A miniseries, at the very least.

By that point in TNG's run, its storytelling was lagging compared to other television. Something like the Dyson Sphere could have supported a multi-episode arc, like other dramas at the time were doing. There are a lot of things to criticize "Relics" for, like the way it handles Scotty, but using a Dyson Sphere as a throwaway MacGuffin is its most unpardonable sin. I sometimes think about TNG occasionally adopting the narrative, arc style of Wiseguy, and I get kinda sad that it didn't.
