Here's one I love (I think Shimerman's delivery is wonderful) although it's very silly:

Quark: "I just had some Canar with Damar. Hahaha that rhymes!"
 
A favorite of mine that I had cause to quote a little while earlier here on the boards.

Let me tell you something about Hew-mons, nephew. They're a wonderful, friendly people – as long as their bellies are full and their holosuites are working. But take away their creature comforts... deprive them of food, sleep, sonic showers... put their lives in jeopardy over an extended period of time... and those same friendly, intelligent, wonderful people will become as nasty and violent as the most bloodthirsty Klingon. You don't believe me? Look at those faces, look at their eyes...

I always sit up and listen to that statement.
 
To be honest, I've never seen a line that wasn't amazing, delivered by Marc Alaimo, Louise Fletcher, Rene Auberjonois, Andy Robinson, Jeffrey Combs, Armin Shimerman and many others. There are way too many perfectly-delivered lines by all of them to even try to count.

I love the scene in Treachery, Faith and the Great River where O'Brien is explaining his plan to Bashir about replacing Sisko's desk with one that is the wrong colour and Kira walks in.

Kira: That's not the captain's desk.
Bashir: He's going to paint it!

I don't know why, but I love the delivery on that line.
 
I loved whenever Winn called Kira "child". Such a saccharine condescending delivery. Perfection, every time.
 
Absolutely fantastic dialogues include Garak, my favourite, from In The Pale Moonlight!!

Sisko: Who's watching Tolar?

Garack: I've locked him in his quarters. I've also left him with the distinct impression that if he attempts to force open the door, it may... explode.

Sisko: I hope that's just an impression

Gar: It's best not to dwell on such minutiae

My absolute favorite line deliveries have to be Odo meeting his informant in "Improbable Cause". masterful delivery that not made for a great scene, but seemed to expand the universe of Trek
 
In Emissary, when Sisko meets Kira for the first time, Kira says, "I suppose you want the office."

Sisko's reply is perfectly delivered. "Well, I thought I'd say hello first and then take the office, but we could do it in any order you'd like."
