I was struck today re-watching the film.
Edit: The model isn't the Stargazer in Picard's ready room it's the NCC-7100. So it could be the right color for that ship if it was a new technology testbed.

No, cause we've seen Stargazer, she's Federation standard colors.
So either the "warp stress paint" is something just done during when working the kinks out of the ship and engines during construction, or the model in Picard's ready room is wrong.
