Why not just use the Kodos method and execute half the Jem Hadar so the other half can survive longer on what little white they had?

One can be infinitely vile with just a bit of vile and some imagination!

Well, once the Feds came, they needed that number so the Feds would be out-numbered. Sounds like they had enough for the needed positions- guards, ones doing the repairs, the scouts...
And they probably figured on being rescued, or executions would be ordered as needed.
