The biggest problem is that at least two TOS episodes got out that didn't agree with the memo on insignia, "The Doomsday Machine" and Roddenberry's own baby, "The Omega Glory." Horse, barn door.
Yeah, there was a lot of stuff between 1979 and 2005 that tried to align the perception that in TOS there were different insignias for different ships with the single insignia in TMP. Mostly to do with "Hey we just thought the Enterprise was awesome." When it turns out there was never an issue to address.The sad thing is that most people ignore this. They try to argue that the Enterprise Delta was never the main insignia of the Federation when ship crews had different insignia (even though there have been episodes where non-Enterprise members had the insignia). Unfortunately, it also doesn't help that in the Enterprise 2-parter episode "In a Mirror Darkly" they came up with a symbol for the Defiant crew to honor the idea of different ship insignias, which was a dumb decision and they should of retconned the Enterprise delta in there.
Well, those two episodes were what the memo was about.
