It's hard to see how the Cardassian Union can ever be a significant power again. I doubt Cardassia Prime would be occupied but there are sure to be strict limits on their military. They might be allowed powerful defensive systems like orbital weapons platforms but not much in the way of assets like battleships allowing them to project force outside their borders.

One thing is for sure: It will be very difficult for the three principle allies to hammer out a treaty which will be acceptable to all of them. For instance, I could see the Klingons and the Romulans insisting that Cardassia not be allowed to join the Federation - at least not without major concessions to them.

How you think would the relationship between Bajor and Cardassia develop after the war?
Would they become "good" neigbours with the Bajorans maybe even helping the Cardassians or would the Bajorans be unforgiving? Would the Cardassians be still to pride to accept help from them?
And what would happen with the Cardassian Orphans on Bajor? Would they stay on Bajor or be send back or go volontary back to a destroyed Cardassia?

Bajor would likely not be so willing to help the Cardassians, but they would probably do it after admission into the Federation.

The Feds would want to help the Cardies rebuild for the most part while keeping their development in check (at least until they prove that they can be trustworthy as a power and independently).

Klingons and Feds are allies again as the Khitomer Accords were re-established before the war with the Dominion began.

One would have expected relations with the Romulans to be much better after the war (which is something that was messed up in my opinion by the writers).
Then again, after the Shinzon incident, I think the Romulans would finally start be a bit more open to the Federation.

Given the choice between the feds, the klingons and the romulans, cardassia would have probably petitioned the feds to become a federation protectorate, and the feds would have probably ceded large amounts of union territory to it's allies to make it happen.
