Now the thing about saving the world is that some people don't want to be saved.
If there was a new consequence, or some countries believed that they could fix the planet on their own terms.
There is no way to distribute this organism to half the planet, and distributing it to the half that doesn't want to be "saved" by America, is a half assed declaration of war.
Imagine the ECON had plans for garbage Island. Either to mine it or colonize it, only for America to eat it and it's gone, and suddenly the billions you spent on protection from a depleting ozone layer is moot... Wouldn't that create a miniature recession and be considered a financial attack?
