It's kind of inconclusive... he's been able to surveillance people in the form of an inanimate object... but, in "The Siege", he's a wall, and has to partially resume human form to keep an eye on the intruders.

That wasn't my read. I took it as Odo taking partial humanoid form so that he could communicate with Sisko.
