She didn't (she was enrolled in an "accelerated program").
Today's real-world military has different training programs established to suit different needs of different populations (The Academies, Officer Candidate School, Direct Commission Officer School, etc.).
Today's military grants direct commissions to people who have specialized skills that the military needs (Engineers, pharmacists, physicians, attorneys, chaplains, experts in unconventional warfare -- like Seven).
Seven had eighteen years of military experience with the Borg plus four years on Voyager PLUS her years as a Fenris Ranger. She's an engineer with expertise in Borg tech (it's the reason Picard gave her a Captain's field commission at the end of S2).
IMHC, she was given a direct commission on the basis of her extensive military and technical prowess. She was sent to the Starfleet equivalent of Direct Commission Officer School (DCOS).
Gene Roddenberry modeled Starfleet on the U.S. Navy. The U.S. Navy's DCOS program is where newly-minted direct commission officers go to learn the nuts and bolts of being in the U.S. Navy (history, traditions, protocols, basic seamanship, etc.).
Seven has more than earned a Commander's direct commission. She had the know-how to turn a team composed of a cook and several science/medical officers (including the ship's Doctor!) into a tactical assault unit.

Erm, no. While I’m okay with Sidney’s becoming first officer of the Ent-G along the way, I don’t really like the rest. You could still have a Legacy series but with Jack Crusher as Captain, with the show being set many years after the events of Picard season 3. Sidney La Forge might be his XO. There would be a new Enterprise as well.
Raffi is killed on a mission by an old nemesis of Seven’s from her Fenris Ranger days.
The same novel-verse that basically doesn't exist anymore?I’d rather see the novel-verse handle Legacy to be honest.
As long as there are novels, there will be a novel verse. It may not be the same one as the first Splinter, but they are still cranking out books. The same novel-verse that basically doesn't exist anymore?
Even then, the novel output in recent years is at record lows.As long as there are novels, there will be a novel verse.
The novelverse we've got now is nothing like the sprawling relaunch era we had before the Coda trilogy ended it all.As long as there are novels, there will be a novel verse. It may not be the same one as the first Splinter, but they are still cranking out books.
Oh, I am well aware. The novelverse we've got now is nothing like the sprawling relaunch era we had before the Coda trilogy ended it all.

What does Raffi offer to the concept of Legacy to stick around? Why the need to kill Raffi?

What's the concept again? Nepobabies in Space? What does Raffi offer to the concept of Legacy to stick around?
The off again part making absolutely no sense and wasnt even brought up enough to be adding drama. She’s Seven’s on-again-off-again girlfriend?
It still exists. The books are out there and written. A timeline branch inside the novel verse is gone in the storyline, but that doesn’t mean it never existed, and those books will always be there to go back to and revisit. And the main timeline continues, even if the books are slow to release. We got books from the Picard and Strange New Worlds series, Discovery, etc. heck, we have had a book years ago release on the specific Star Trek Online series which is its own timeline itself. I don’t think it would be an issue to release a book, or even a few books, detailing the adventures of Captain Seven, First Officer Raffi, and Ensign Picard aboard the Enterprise-G, formerly the Titan-A. Heck, one could almost justify Star Trek Legacy books a continuation of Star Trek Titan. The same novel-verse that basically doesn't exist anymore?
