Pure guesswork - but I think we might see a more interesting version of the Romulans - what happens when your people goes from being citizens of an empire to being refugees reduced to relying on the kindness of others.

The only Romulan I liked on screen was Vreenak, and they killed him off.

We're seeing Romulans that aren't part of the military, which I think is great.

We saw a fair number of non-military Romulans in TNG, specifically in Reunification.
