I'd say he's more of an anti-hero than anything else. Sort of like Deadpool. Or maybe an anti-villian; I can never really tell the difference.
Whichever he was, he was clearly more of a mischevious imp who did what he did just to keep from being colossally bored. He had no real agenda other than to entertain himself. And for a villain to be a real villain in my eyes, they have to have some sort of agenda against the protagonists or those close to them.
