Yeah, the klingons got it a few times. Lets be honest, the bone mohawks from TMP is a whole other make up than later on.
In industry terms, a reboot is a new production that serves to give new life and marketability to a media franchise. The in-universe continuity has nothing to do with it.
So yes, TMP rebooted the franchise. So did TNG. And so does DIS after the mediocre performance of STB and the absence of new Trek from television for so long.

Thinking about it, a reboot would only happen if things categorically happen in DIS that will invalidate established canon in TOS and the other series. For example, if McCoy guest stars on the show and is then killed. This would invalidate TOS, meaning we were categorically in an alternate timeline. Anything less than that would be more a matter of interpretation.
I think with a show like this, a reboot is more fun. That way I don't know how things are going to work out. Obviously Shroom Drive is a failure and peace with the Klingons is a long-term failure.
