If you look past everything in this show that's not very good, you're left staring at some slumming actors on a bare soundstage (and the occasional digital matte).

About that...
Captain Tracy obviously (to me), had a bit of a megalomaniac streak in him and I wouldn't be surprised at all if he had his own specific ship insignia designed for his crew to wear.
That would easily explain the difference. (besides it being a production faux pas)
I had to go back and watch a couple of episodes after seeing this pic for the first time a month or so ago. Cause I never noticed the clear flooring before that.I wonder if anyone of the Discovery's crew will comment on the uniforms.

FWIW, the Anovos 1701 has differences from the one we saw last season. Mentioned in a ships panel at the LV Con.

I noticed they changed the saucer rim windows from TOS-style ones at the end of S1 to something different.
Creation is very strictly against recording panels, so the best you’ll probably see are written recaps.
If it was recorded, I wouldn’t expect anything for at least a week, after everyone gets home (if they don’t live locally)

Yeah, the 'Creation' group dominating the Trek Con Circuit, is pretty much why I stopped going to them back in the 90's.

Found some neat Shenzhou concept art that is one better lit and designed, and was still using the TOS uniforms. Looks smart.
That looks AMAZING.... so much better then what we got. Amazing what color schemes, lighting and proper uniforms can do.... smh.
There is no credible in-universe explanation.
The true answer is that the general public hated the uniforms, CBS got the memo, and gradually "transitioning" towards TOS is their way of saving-face. Unfortuantely, these new uniforms are still just polishing a turd. They're like the photoshopped TMP jammies come to life.
Is "different uniforms for different ships" really that incredible?
