The Kelvin Timeline is a reboot. Just because they pussyfoot around the subject by maintaining ties to the original continuity as a means of getting Leonard Nimoy to appear is irrelevant.

So what about all the official sources that have called it a reboot? Besides, the original definition of "reboot" was simply a continuation of a long dormant series. Indeed, I've seen modern entertainment news people use this definition in reference to the new Star Wars trilogy and the new seasons of The X-Files.
