Star Trek Enterprise: Inferno
Takes place when: During the day witnessed in "These Are the Voyages"
Status of the Enterprise NX-01: Out of commission. Only seen in exterior views, if at all.
Why it can be done on a budget: Most of the movie takes place inside a vaguely futuristic building, with perhaps a few outdoors scenes. No need to reconstruct bridges.
It's the day of the Federation charter signing and Archer is at what will soon be the Federation HQ along with the former members of the Enterprise. Hoshi and Mayweather both get news that they're up for promotion. Turns out Porthos got a wife at one point and has puppies that are even more obnoxiously cute. T'Pol has a vision ofTrip and it turns out due to their psychic bond a small part of Trip still exists in her and can talk to her at times, though this interrupts whatever she's doing.
Archer and Reid get word through Section 31 that over zealous Terra Prime members have over the last five/six years made their way into positions of Power in the Proto-Federation organization. At the time of the signing, the human representative will declare that Earth will never be in league with outsiders and start a riot. The Terra Prime Cell is literally hidden underground below the Federation building. Archer and half of the Nx-01 crew try to make their way to the Terra Prime leader and the other half try to talk to the human signer, and then try to get him replaced.
Happy ending mostly. The Trip essence tells T'Pol that he feels that he'll be more of a burden on her than a blessing, as when they communicate she can't interact with the outside world. The Trip Essence dissolves itself and T'Pol finally feels that Trip is gone. The movie ends with Archer speaking at the podium and he pauses. Off in the distance on the second level he can see Daniels and himself watching. Archer smiles, and goes on with his speech and the camera zooms out of the building all the way into space.
