What if someone else was cast to play the role of Picard? Who likely could have captured Picard as well as Patrick Stewart and were there others who could have potentially fit the role, if for whatever reason Patrick Stewart never wanted the role?

I'd say the short answer is "TNG would have been a little different, but not necessarily in a bad way".
Yaphet Kotto would have been such a bold choice and it really could have worked.
If I could go for another British actor, who was at a pretty similar point in their career to do something like TNG I might consider Anthony Hopkins.

I know Patrick Bauchau from "The Pretender" so it's wild to think of Sydney being Picard. He's who I often think of most as an alternate version of the captain, Julien Picard.
Let's not forget Stephen Macht, who would have been great in the role.
I'd hate that. Not for any affect it would've had on TNG, but because it likely would've affected Kotto playing Giardello on Homicide: Life on the Street.
Really hard to imagine Mitchell Ryan in the role given his kind of overblown bravado as Kyle Riker in "The Icarus Factor" and parts in comedies Liar Liar and Dharma & Greg, likewise Roy Thinnes given his kind of creepy role in The X Files. I imagine they or Patrick Bauchau would still do OK, Bauchau or pre-TXF Thinnes not feel wrong, in the role but Ryan probably overplay him at least a bit and none of them having enough charisma, Ryan probably trying to be a little too new Kirk and the others not really impressive-commanding Captain at all, willing to cede most of the star-active lead role to Frakes, Stewart very unique in being convincingly commanding but in very different ways than Kirk.
