Did you notice how Patriotic the TARDIS was in the Movie?

The seal of Rassilon/the High Council was right above the door!

Either the TARDIS was in a mood or the Doctor was forced to make a mock show of loyalty to continue his scallywagging about... And if he was under such a tight reign, you have to wonder if he was more frequently called into service by the HIgh Council than he used to be even as Three.

They branded him like cattle and forced him to hunt like a dog.
 
Throughout the years - including the novels, etc - the Doctor's relationship with the High Council varied wildly. They were quite buddy buddy in The Five Doctors, for example (Borusa notwithstanding). Maybe by the time Seven regenerated he'd gotten onto their good side. Also, if the TARDIS uses templates the seal might have been part of the one she chose for that remodel. It could well have been there in the Tom Baker-era cloister room too but we never saw it.

I'm thinking of the 50's in America where you went to jail if you didn't have a picture of Ike on your wall or how the picture of a microphone on Adolfs portrait in Colonel Kilink's office was a real microphone attached to a teapot in Colonel Hogan's barracks.
 
the novelisation of the movie states that Seven had redecorated and as he was feeling nostalgic for home, added the Seals everywhere.
 
I assumed that Volga was a Gallifrean colony or protectorate.

They cocked up quite bad to create that haphazardly used noninterference policy.

Maybe it was on Volga?
