Voyager and DS9 were produced by very different people.
(The distant void desert that separates ideas created by the cleavage between two paragraphs which divorces any subtle tethers between the two ideas!)

^^DSN managed to keep up with the times and incorperate arc based story telling, so it isn't fair to say that Trek wasn't keeping up with the times. It might be fairer to say that some Trek shows were better in keeping with the changing times than others.
Not to mention that there's a lot of hilarity in repetition, tropes out the wazoo etc..
I think the show needed a character with an arc, so having Seven on made sense, but it would have been nice to keep Kes as well.

I always thought Tom Paris had a real arc; he does some serious growing up between seasons 1, 2, 5 and 6/7.
Kes had a couple of spots that could have been an arc, but were never connected.
7/9 had two arcs, both well ... enhanced and supported.
