I'm sure Picard was to an extent vindicated in Sisko's eyes after the Battle of Sector 001 in 2373.
Sisko's beloved Defiant was saved as a result of Picard's actions, as well as the battle being won and the Earth being saved...
Horizons means the Battle of Sector 001 that occurred at the beginning of First Contact. When was there more than one conflict called the Battle of Sector 001?Not when they first met.

The Defiant was not involved when Picard told the Borg ship to sleep, because the Defiant didn't exist yet. The battle in Star Trek: First Contact is what is being discussed here.
