I think he did have a subconscious liking of Ro, but I can't see Will having a type. The alien in the Outcast, Deanna Troi, the alien in the Vengeance Factor, and the Irish woman in Up the Long Ladder all had different personalities/characters. It's probably just playing to Will being a ladies' man/player.

If you watch BoBW, there's a bit where Riker and Shelby come out of the observation lounge, and Riker is clearly checking out her butt.

You can not like someone and check out their figure at the same time. Men are that good at lechery.
The "dynamic" between Riker and Shelby just didn't seem to suggest much of a romance there. His frustration with her beaming down early alone shows that he wasn't much in "the zone" with her. Sure, he could've found her attractive but that's worlds different from wanting to pipe her.

That reminds me of looking at Amanda Plummer and seeing way too much of her dad.
