Did Burnham's Character Originate From A Non-Canon Tie-In?

Searching for details in another thread I came across this synopsis for a TNG book titled, Rogue.

If you change the officer from he to she, the synopsis fits almost perfectly with Burnham's disposition.

I'm fairly certain every Captain in Trek has had to face a situation where they had to choose between their own principles and the rules of the UFP, it's hardly a unique motivation.

I'd say Burnham was more inspired by TFF, just throwing in a relation to an established character from out of nowhere and just carrying on.

Besides being a man instead of a woman, that description is deliberately so vague that it could apply to any number of characters that have been featured in Trek.

I was expecting at least a woman name Matthew Flamepork or something with more of a definitive connection than "character stands at a crossroads between the greater good and the Federation's ideals." That's practically boilerplate story synopsis.

Not that I know a huge amount about Bryan Fuller but I get the feeling from Wonderfalls and Dead Like Me he'd build his characters up from scratch.
That description sounds to me more like it'd suit Dr. Bashir or Wesley.
