If we could invent a laser beam of short enough wavelength, such that it causes a potent electro-emissive effect on the space debris, then that could be used to change its electronic charge. This would allow the matter to be affected by magnetic fields, possibly enough to deflect it down to earth.

It could be like an orbiting sweeper, debris passes in one end, gets zapped by this laser while passing between two electromagnets, and is deflected downward towards earth.

Invent that. I want pictures!

Ok, we send a satellite up into orbit with a sensor module and huge mirrors on a dish shaped area, the satellite remains in the suns view whilst in orbit and reflects the suns rays onto a single focal point, when the sensor module detects debris the satellite refocuses the intense sunlight beam toward the debris and slowly nudges it downwards into the atmosphere to be burnt up.

Installing Laser beams into the Space Shuttle's replacement is more practical.

Just how long is the debris in orbit right now going to stay in orbit for? if we create a better way of getting into space and disposing of out of order satellites maybe we should just wait it out. Eventually the Earth's orbit may clear itself.
