DC launching digital service with Titans and Young Justice

There's no "license" here. It's not like, say, how Marvel Studios, Fox, and Sony have rights to different Marvel characters. Every single DC television show and movie is made by Warner Bros., which owns DC. They're on different networks and made in partnership with different production companies, but they're all equally in-house. So it's not a matter of licensing agreements. From what I understand, it's more just a matter of the various producers for these WB shows going to the folks at DC Entertainment (a subsidiary of WB) and saying, "Hey, is it okay with you if we use these characters?" In which case the DCE people either say "Sure, we're not doing anything else with them" or "Naah, we kinda have a lot riding on this upcoming version and we don't want to distract from it" or "Hmm, we've got this other version, but what you have planned is different/interesting enough to be okay." So it's a case-by-case thing.

What I gather is that DCE tends to be very careful about Batman because he's such a lucrative film character for them. The more profit that's involved in something, the more carefully executives want to control it and the more reluctant they are to take any risks with it. So the TV shows can do things that skirt around the periphery of Batman, like Gotham or a show about Nightwing, but an actual live-action Batman that might compete with their precious movie Batman is another matter.

She looks very young. Could this be that rarity, a TV show that actually casts teenagers to play teenagers?

No doubt there will be hair dye involved. (I still find it amusing that Raimi's Spider-Man 3 had a natural blonde playing MJ and a natural redhead playing Gwen.)
Not just the hair, but the general shape of the face. The roundish face and full lips remind me of Terra. Raven, especially Perez's version, had a lean hawk (raven?) like look. But as you say costuming, hair styling and make up will no doubt make her more "Ravenish".

Well, of course, they're casting actors, not models, so matching the characters' physical appearance is not the sole concern. Getting the personality right is more important.

Given that they've gone with a 13-year-old for Raven, I'm thinking that Dick Grayson is most likely going to be among the older of this group, although probably not TOO much older (16 or 17 at the most).

I'm sad that they didn't end up keeping Barbara, Hank, and Dawn in the cast, but that's okay.

Well, it's "Titans" and not "Teen Titans", so there might be a mix of very young (like Raven) and adult characters. Even in the current comics, Starfire is an adult while Raven is a young teenager.

Also, Starfire is an orange-skinned alien with green eyes and big hair, so a live action version would need either heavy make-up, or digital make-up, in any way enough chances of making her appear younger should there actually be a need (which I don't believe).

I think they're doing what the animated movies Justice League vs Teen Titans and Teen Titans: The Judas Contract did. Nightwing and Starfire were adults while Raven and Beast Boy were teenagers

I think she looks too old for the role, and don't think seeing her "in character" is going to help make her look younger... and might only make her look older (which, for me, would be "making things worse"). How is that "appearance shaming"?

Have they said how old Starfire is in this?
