After all, he wasn't exactly acting emotionless in "In Theory" either.
In one of the "A Time To..." novels, Data himself explains that according to his own perceptions he wasn't experiencing an emotion, just emulating how he'd seen others behave in order to achieve the desired response.
^ and then later he was almost telling him that if he didnt follow his orders he would be relieved of duty, and yes I could see him trying to mimic a captain, like picard, but as I have seen picard raise his voice and be stern, Data was yelling and almost spitting.
I see all the different points and I agree that it is logical that he was mimicing emotions and not actually having them, but I also have to agree that maybe he is the tin man from the wizard of oz, hes had a heart the whole time and didnt really know it......
But then how does one explain his changes after he decided to install the emotion chip? If he always had emotions, then there wouldn't have been any change when he installed it.
See Generations when he started to freak out and couldn't contain his jokes and antics...... or in First Contact when he could turn it off while hunting borg..... or when the Queen turned it back on and he started getting scared when seconds earlier he was cool as a cat.
I just watched Redemption part II and Data was a Captain of a starship with a disagreeable second officer, and he got angry when having to give him orders, there was a definite moment of emotion. I found it strange that he could act that way because it was so out of character for the actor. Up until this epsiode they did a good job with keeping Data unemotional(except for the laugh) anyway what do you guys think? Do you think he showed emotion in Redemption II?

One can explain it very easily: the emotion chip gives Data the physical reactions that humans have when they are feeling short-term emotions such as anger, fear, joy, etc. - the equivalent of a hormonal reaction in a human(oid), such as a rush of adrenaline. This is something that he normally does not experience, and it makes him feel these emotions in a strong way that he is unprepared for. It doesn't have any bearing on Data's ability to experience long-term emotions such as love, friendship, loyalty, loss, desire for freedom, even empathy. Data can also feel short-term emotions on some level - be pleased, annoyed, angry, hurt (see: "Skin of Evil", "The Most Toys", "Legacy"...) but as he feels them only on the mental level, not on the physical level, he finds them easier to control and doesn't have the impression that they're proper human emotions.
