Darth Maul was pure violence and anger. He was a pit bull, a vicious and terrifying presence who was incredibly skilled in the offensive use of the Force. He represents Darth Vader as a pure, malevolent force of destruction.Re. DrunkenHobo and SkyHaunter:
I don't quite understand what you mean. Do you mean they were meant to foreshadow individual parts of Vader's character? Or is it more literal than that?

Could Darth Maul have lead the separatist during the clone wars? While I enjoyed him in TPM, he was like a pit bull tied up, I don't think he had what it takes to lead a government.

Count Dooku was older and far more savvy than Maul. He, too, was a capable fighter, but his technique was more elegant and precise. He had a stronger connection to the Force than Maul. He represents Darth Vader's wisdom, power, and mastery of the dark side of the Force. It's also interesting to note that the cape Dooku wore matched Vader's in style (including the chain linking it around his neck).
General Grievous was a fearsome and legendary military commander. He was once a purely organic being who was severely injured in battle, and most of his original body was replaced with the technological chassis we're familiar with. He represents Vader's military genius and fearsome command presence, and his becoming more machine than man.
Darth Maul only had five lines in the full screenplay. Two of them did not make it into the final cut of the film. It seems he was always intended to be more of a force than a personality.
Not only that, but I'm pretty sure Ray Park being a stuntman and not an actor until that point may have something to do with things.
