Ugh, whats with all the weird Damar overrating.
Many of DS9's recurring characters had more development and complexity in a handful of episodes than a majority of Voyager's regulars (and Travis on Enterprise) during their entire run.

Then how can you say Damar was nothing but background noise? I mean, OK, maybe you didn't like him even after he got fleshed out, but, he certainly was more than background noise.
