Anyway, I tried Paint 3D's Effects tab, and while I could get lighting somewhat similar to your example, I didn't have the time (nor inclination - I am very lazy when the mood strikes) to light each character individually and put them back together again. But, thank you VERY much for introducing me to it - I'm sure it'll come in handy on another challenge

Right, so this is what I eventually ended up with (using Paint 3D's watercolour brushes with barely any opacity in place of a lighting filter effect):
