We don't even know if this is the case. It could just as well be an accidental byproduct of something else (I suppose issue #4 might resolve the question, though).Nero is a Miner, not a Scientist or a General, so he may consider it impossible to go back in time until something happens.
His trip back in time, although calculated and planned, is not entirely based on rational thought. It's based on grief and rage.

They've also said that the ending is not really a cliffhanger and that the only thing that was left hanging was Worf's fate.
