Could the Doctor be a horse?

The Doctor is a horse. Or was it jackass?

He only looks human because he went to find a holographic image of a human to look more like the rest of the crew. He found the picture of actor Robert Picardo.
 
Maggie May, or whatever Harry's holodeck crush was named, turned into a cow*. So maybe it's at least theoretically possible.

*Just as Harry was about to kiss her. Poor Harry can't score even in the holodeck!
 
How many dead crew until people figure out that just because the Doc can hold the medical tools in his mouth doesn't mean he knows how to use them very well during surgery.

I'm starting to wonder now.... in such a scenario, perhaps the EMH wouldn't need to transform into a horse in the first place, perhaps he could simply transport both of them out of there.

The EMH is in a random desert, so he must have the mobile transmitter with him. In Drone we see a Borg, created by the fusion of Borg technology and the 29th century technology of the transmitter. That Borg ('One') has internal transporter nodes. We know contemporary Borg probably don't, so that technology must have come from the transmitter (at least partly). Which might mean that the mobile emitter contains a transporter function (or at least the technology for it), they just never tapped into that potential. If this is true, then the question would be whether that internal transporter could also be used to transport another person.
 
It occurs to me that, in a surgical situation, extra hands could be a benefit. The doctor's programing could just as readily handle it. He could be set to "grow" an extra pair of limbs whenever he got the notice that casualties were on the way. It would be a case of "forewarned is four-armed". (I will now flee to avoid thrown objects.)
 
Or to self-replicate. Generate clones of himself at will, all under the control of the basic EMH program. Might have precluded the events of "Latent Image", which almost destroyed him.
 
Of course, a four-armed Doctor wouldn't be the first Starfleet doc with an "extra".
