My bet is that he is DTI.

Spock wanting to stay in the past where the Vulcan is still intact would be a great drama.

DTI will have nothing to do with this movie. They're a pretty obscure part of Trek lore, over all.

And besides, according to novel continuity, the DTI is actually founded around the time the Five Year Mission ends (the novel Rings of Time refers to the DTI as a new agency).

And you'll note that The Spock is also wearing one of those black shirts under his blue shirt. They all are. (At least the guys are.) It's part of the standard uniform, and tells us nothing at all about what division of Starfleet Cumberbatch's character is a part of.

If we're throwing Khan and Q around, why not Garry Mitchell? Its pretty much a story that could be retold better now that there's better tech to work with and its relatively early in Kirk's run as Captain?

I certainly HOPE so, because the Khan story has been done already.
