She did, as part of her list of things she was sure the Doctor was involved in. Of course, she thought the replica of the Titanic flying over London was too stupid to be real and assumed it was a paranoid hoax. So unless the Doctor mentioned that was real off-screen, she probably wasn't referring to that.

I thought that sort of thing might be the case but I really cannot remember that episode at all.
