No, Starfleet doesn't slaughter people in self-defense, but they do defend Federation citizens and their property when they're attacked. They'll fire to disable, at first, and to take prisoners, but if their hand is forced, Starfleet is willing and capable of using lethal force to settle the matter. How hard Starfleet fights (and how violently) is typically decided by the actions of the aggressor in the equation.And this is what Starfleet should do now?

Also, I felt the rendering of Jellico was pretty spot on, and I say that as someone who's written his fair share of Jellico.
Although we all know the Dominion isn't so easily deterred. They'd be back, of course.
But at least this would have bought the Alpha Quadrant some additional breathing room.
In a strange sense, Jellico remaining would have done Riker considerable good.
Assuming Riker could get off the Enterprise without incurring insubordination charges.
