Admiral Pressman wore two pips so was either a Rear Admiral (certainly the case in UESF) or an unidentified rank.
Gregory Quinn appeared to be a TOS Commodore (no pips) - though has noted above this may have been an error - and Savar appeared to be one rank higher (the same rank as Kirk had in TMP [three stripes + 1 stripe], so a Branch Admiral, Commodore Admiral, or if we must a Rear Admiral Lower Half).
