It is not clear to me that Data has a new uniform on. It could be a NEM uniform. Early rumors had one of the cast being a positronic net expert. Perhaps Data is a hologram and they are trying to restore him to a body.

I'm surprised we haven't heard about Micheal Dorn coming back as Worf, he's always been one of the most vocal about wanting to come back

honestly, I wouldn't be surprised if we're getting more TNG crew appearances that they're just keeping secret. Plus, if this show lasts more then one season I bet we'll see everyone eventually, since none of the TNG cast seem to regret their time on the show and they all seem to get along.

It is not clear to me that it's Data at all. The last time we seen B4, he wore a yellow collared shirt just like that. Maybe B4 'went wrong' like Lore, maybe Data's memory engrams actually corrupted him, and that's why he's been disassembled completely.

Maybe Data built a backup body just in case. Especially after losing his head.

My pet theory is that they need something from Data's memories to solve a current riddle, and the only way to try and access it is by reassembling B4 and trying to get him to remember whatever it is.
