It takes place right after Nemesis and there was a comment about Voyager. Voyager might get the animated treatment?

I think they mean it takes place after the Voyager is back in the Alpha Quadrant

@WarpFactorZ has it quite right. Why assume Robert always hated Starfleet? That's a rather odd assumption.

As a child, he could have wanted to go into Starfleet like his brother would eventually. Maybe even generating the first initial interest for Jean Luc. But his father essentially beat it out of him at an early age and he ended up thinking that he had no other choice but to continue the family business. This may even be why he really resented his brother, he was living his childhood dream.
