Heya,
This is a piece I first created back when Picard season 1 was airing, then heavily modified just prior to Discovery season 2.
Its what I always imagined when reading the likes of Articles of the Federation and the other litverse books that dealt with the governmental side of things. Always despised how the Council chamber was portrayed in Trek canon, so I took a crack at something a bit sleeker.
Its mostly riffing on what we saw in Enterprise, or even the dreaded axanar, but with a closer-in feeling that allowed me to capture expressions and poses of the Councillors in contrast to my little Picard there at the podium giving a heart-felt speech about the Romulan relocation program.
And then I completely wrecked it in anticipation of Discovery finding Earth glassed and abandoned. Didn't turn out that way, but whatever. Pretty proud of just how close I got to echoing the Horizon Zero Dawn 'ruins of the metal world' feel.
A lot of it was just working how how to make stuff look rusted and ancient. Piles of individual texture maps with piles of gunk and debris too. Didn't quite get there in the end, but was happy enough to call it done.
