Good find, but still not in the billions. If anything, it supports that colonies simply don’t have such large populations.

Found another reference in the Doomsday Machine of Federation Rigel Colony with population in the millions. Starting to get up there. Only need to find a hundred more examples in the 79 episodes to get a billion...
