How come temporal agents during the cold war, the borg, etc, dont go to a more vulnerable time period, such as earths early history, and wipe out the Earth, or at any point just go back and destroy Sol?
 
^the OP is talking about those not bound by the said directive.
 
Maybe they have but we keep switching to alternate tracks on them. If there are infinite universes, you can't kill them all. There are also safeguards against that by more ultimate temporal authorities and redundant systems.
 
I think it requires more than one Cube to destroy a star and for some reason the Borg are unwilling to send more than one to Earth
