When did the shapeshifters travel at warp? Was that one on "Chimera" moving at warp? And how was he able to shift into a warp-capable space-faring creature if Odo couldn't?

Wasn't it established that Odo couldn't do a lot of what the rest of his race could?

^ I don't believe Laas was moving at warp when he encountered Odo. If memory serves, the runabout had slowed to impulse because it had entered the Bajoran system. This allowed Laas to "swim" up to them and pour himself into the ship.
