Chairman Koval?

From the latter episodes of DS9 we know that Chairman Koval (of the Tal Shiar) is actually a Federation ally. But wasn't there a subsequent novel which revealed that Koval was actually a double agent, and that he was feeding false data to the Federation?

I did read Rogue, but it was so long ago...

It's possible that he was indeed a double-agent. I don't remember the DS9 novel about S31 dealing with the Romulans at all, however...
